美国对於ISO/DIS 9000/1/4的立场

　　　ISO9000 族标准2000版即将进入下一阶段 FDIS，这需要三份之二之参与成员团体投以赞成票，同时少於 25% 的其他成员投以反对票，美国是有投票权的ISO成员国之一，能运用与其他成员同等权力的一票。美国技术谘询小组 (US Technical Advisory Group，TAG) 於2000年4月24日提交了对於 ISO/DIS 9000/ 9001/9004:2000 的立场, 概要如下. 关于ISO/DIS9000:2000
　　美方发出了一个 "条件性" 反对票, 主要原因在於美方认为条文中所作定义有主要弱点, 并与ISO/DIS 9001 及 9004 有不一致之处. 建议相关的定义与 ISO 9001 统一, 并在需要时对应ISO9004加以注释. 若以下三个问题得到满意解决, 美方的反对票可以修改为赞成票:
条文 "2.3.4. 工作环境" 内容:
　　"Work environment: set of conditions under which a person operates. "
　　美方建议取消此项定义. 字典提供的定义基本足够, 现时给与的定义与 ISO/DIS 9001 (6.4) 有矛盾, 而且含义狭窄, 没有考虑在工作环境中除了有人, 还有仪器设备等在运作.
条文 "2.4.1. 过程" 内容:
　　"Process: system of activities which uses resources to transform inputs into outputs. "
　　美方建议提供与 ISO/DIS 9001 一致的条文. QMS 被定义为一个过程系统, 在过程的定义中包含系统是多余的. 美方亦认为不需把 "资源" 方面的描述引入定义中. 建议定义为：
　　"Process: a set of inter-related activities which transforms inputs into outputs. " 　　"过程是一套相关的活动, 把输入转换为输出. "
　　亦需注明: 过程可能只包含一项活动.
条文 "2.10.2. 测量过程" 内容:
　　"Measurement process: set of inter-related resources, activities, and influences related to a measurement. "
　　 美方建议取消此定义. "测量" 及 "过程" 均已分别在条文中给与足够定义, 结合起来就可用来形容 "测量过程" , 而且在 ISO/DIS 9001/4 之中亦没这个术语. 关于 ISO/DIS 9001:2000美方发出了一个 "条件性" 反对票, 若以下六个问题得到满意解决, 美方的反对票可以修改为赞成票:
条文 "6.4. 工作环境" 内容:
　　"Work environment: The organization shall identify and manage the human and physical factors of the work environment needed to achieve conformity of product. "
　　ISO9000 及 ISO9001 之间保持一致性非常重要, 若 ISO9000 的定义没能改进, 则 6.4. 的用语要通用化, 只针对相关的产品所需工作环境. 美方建议条文描述更改为：
　　"The organization shall identify and manage the factors of the work environment needed to achieve conformity of product."
　　"机构应识别及管理为实现产品的符合性所需的工作环境中的因素. " 而 ISO9000 第 2.3.4. 条修改为：
　　"Work environment: set of conditions under which a person process operates."
　　"工作环境是人员过程作业时的一组条件。"
条文 "8.2.2. 内部审核" 内容:
　　"Internal Audit: The organization shall conduct periodic internal audits to determine whether the quality management system:
　　a) conforms to the requirements of this International Standard;
　　b) has been effectively implemented and maintained. "
　　此条文需要求识别组织所需以及标准所要求的审核. 1994 版本所要求内部审核需依照计划安排进行仍然生效. 美方提议 8.2.2. a) 改为:
　　"a) conforms to the requirements of this International Standard and to the organization's internal requirements that meet the requirements of Clause 4. "
　　"a) 符合此国际标准及满足本标准第4条的组织的内部要求"
条文 "8.2.2. 内部审核" 内容:
　　"Internal Audit: Audits shall be conducted by personnel other than those who perform the activity being audited. "
　　此条文需使用更开放用语来表达要求用公正无私的审核员，美方相信如此能对较小型企业更有好处。美方建议从 ISO14001:1996 引述以下语句：
　　"Audits shall be conducted by personnel who are in a position to do so impartially and objectively."
　　"审核需由能处於无私客观立场的人主持。"
条文 "8.3. 不合格控制" 内容:
　　"Control of nonconformity The organization shall ensure that product which does not conform to requirements is identified and controlled to prevent unintended use or delivery. These activities shall be defined in a documented procedure.
　　Nonconforming product shall be corrected and subject to re-verification after correction to demonstrate conformity.
　　When nonconforming product is detected after delivery or use has started, the organization shall take appropriate action regarding the consequences of the nonconformity.
　　It will often be required that the proposed rectification of nonconforming product be reported for concession to the customer, the end-user, regulatory body or other body.
　　此条文需要重写, 现时的写法并不容许使用 "照样采用" 或 "报废" 等方式处理不合格产品, DIS 版的写法亦会引起混淆, 究竟此条文的应用范围有意包括企业使用的所有过程, 或只是跟相关产品有关的过程.
词语 documented 及 documented procedures
　　对於 "documented (文件化的) " 及 "documented procedures" (文件化程序) " 两个术语没有足够区分. 因此, 在同一标准中此两术语很多时被混乱地以名词或动词形式运用, 最终引致客户及审核员的误解.
　　美方建议 "document (文件) " 在标准中只用作名词, 除非另外认同在 "documented procedure (文件化程序) " 中用作形容词. 美方亦建议当用作 "文件化程序" 时, 需一致地参照条文 5.5.6. Control of Documents (文件控制)
词语 records 及 quality records
　　 对於 "records (记录) " 及 "quality records (品质记录) " 两个用词没有足够区分. ISO/DIS 9000:2000 只有 "记录" 的定义, 而对 "品质记录" 则只有注解, 如此与 ISO/DIS 9001:2000 不一致.
　　美方建议对 "records (记录) " 及 "quality_records (品质记录) " 的使用与 ISO/DIS 9001:2000一致, 如两者并无分别, 只用 "品质记录", 如果有情况需要用 "记录" 而非 "品质记录", 则需作出完整说明. 当意指 "品质记录" 时, 需注明参照 5.5.7.Control of Quality Records. 美方亦建议在标准中 "记录" 只作名词使用. 关于 ISO/DIS 9004:2000
　　美方对此标准投以赞成票。
